If you arrived in Bogotá with the dream of buying a designer handbag or a wayuu backpack and recovering the VAT upon departure, like in Europe, get ready: the system here is neither automatic nor universal. Colombia does have a VAT refund program for foreign tourists, but it is full of requirements and limitations that many overlook. - Centro Comercial Andino (Carrera 11 with Calle 82, Zona T): Here you will find brands like Louis Vuitton, Carolina Herrera, and Swarovski. Ask at each store if they are affiliated with the "Tax Free Colombia" system.

Author handicrafts with electronic invoices
For handicrafts, not all stores in the La Candelaria neighborhood are registered. Those that do participate are usually galleries or formal workshops:
- Mercado de Artesanías de La Candelaria (Calle 10 with Carrera 3): Some fixed stalls have a RUT and issue electronic invoices. Ask if they offer VAT refund before buying.
- Galería Duque Arango (Carrera 11A # 96-35, Zona Rosa): Author jewelry and contemporary art. They issue the form for tourists.

Department stores and chains
Stores like Falabella (Centro Comercial Plaza de las Américas) and Éxito (Calle 80 with Carrera 50) are also registered, but only for specific products like appliances or liquor. Do not expect a refund on food or basic clothing.
Updated costs
VAT in Colombia is 19% of the purchase value. The refund is not the full 19%, because the Dian deducts a percentage for administrative costs (around 5% to 8% of the VAT). In practice, you will recover between 11% and 14% of the total invoice value.
For example, if you buy a handbag for $2,000,000 COP, you pay $380,000 in VAT. After deductions, you will receive about $280,000 COP. It is not a huge saving, but on luxury purchases of $5,000,000 COP or more, the refund can exceed $700,000 COP.
The process has a fixed cost of $0 for the tourist, but some tax free agencies (like Global Blue or Tax Free Colombia) charge a commission that is already included in the refund. There are no hidden fees if you follow the steps to the letter.

At El Dorado airport
The Dian counter for validating invoices is located in the international departures area, after security control but before the boarding lounge. It is open from 5:00 am to 10:00 pm every day. The verification process takes between 15 and 30 minutes if there is no line, but during high season (December, July) it can extend to 1 hour or more.
The refund is made in cash (COP or dollars) or by transfer to your account. If you choose cash, it is given to you at the same counter. If it is a transfer, it takes between 5 and 15 business days.

- Ask for the form at the time of purchase. Do not wait for them to offer it. Many stores do not mention it unless you ask. Say: "I am a tourist, I need the form for VAT refund."
- Keep the original invoice and passport. The Dian requires that the name on the invoice matches exactly the one on the passport. If you paid with another traveler's card, the refund becomes complicated.
- Do not buy handicrafts without an electronic invoice. At the Mercado de Las Aguas or Plaza de Bolívar, many vendors do not issue invoices. If you buy there, assume the VAT is not recoverable. Better look for formal workshops like "Artesanías de Colombia" at Centro Comercial Gran Estación.
- Check the minimum amount. Each invoice must exceed $150,000 COP. If you buy several items at the same store, ask to combine them into a single invoice to reach the minimum.
- Use a tracking app. Some agencies like Global Blue have an app to scan the form and track the refund. Download it before traveling.
- Do not declare purchases at the departure customs. In Colombia, tax free is managed with the Dian, not customs. Do not put your purchases in checked luggage if you are going to show them at the counter. Carry them in your carry-on luggage.
